Name: Ictinus, The Imposing Commandant
(Pronounced "Ick" then "Tin" and finally, "Us")

Kit: His kit is inspired by the idea of an imposing, intimidating army-commander who expects loyalty from all under his command.

Passive: Intimidating Presence
Ictinus "intimidates" enemy Champions when he successfully hits them with one of his skills. Champions hit have a stack of "Intimidating Presence" applied onto them when hit by one of his skills for a maximum of 5. The stacks remain on the target for 5 seconds. Additional skills add more, getting all 5 consumes "Intimidating Presence", causing the target to flee in terror for 1.5 seconds, and Ictinus' basic attacks deal an additional 5 to 90 (scales with level) physical damage for the next 4 seconds to that target. After that, Ictinus must wait for 9 seconds before he can apply "Intimidating Presence" again. (Scales down by 1 second for each level of his ultimate, going to 8 seconds, then 7, and finally 6.)

First Active: Ictinus stabs with his sword in the direction he's currently facing, dealing physical damage.
Second Active: Ictinus then swings his axe, dealing an increased amount of damage.
Physical Damage (For Sword): 40/75/90/105/120 (+50% AD)
Physical Damage (For Axe) : 50/70/90/110/130 (+40% AD)

W: Shattering Crush
Active: Ictinus slams his sword on the ground, causing rocks to erupt from underneath in a moderate-length straight line ahead of him, dealing physical damage to units in their path, and said units are also slowed.
Physical Damage: 50/70/90/110/130 (+30% AD)
Slow: 30% for 4 seconds (Weakens over the duration)

E: Axe Lash
Passive: Ictinus gains counts of "Discipline" by damaging enemy units, for a maximum of 50 counts. Damaging Champions and larger Monsters grants 5, while Minions and lesser Monsters grant 3. Axe Lash can be used when at least 25 counts of "Discipline" are gathered.
Active: After a brief delay, Ictinus heaves his axe down in an overhead slash, damaging units in the radius, consuming the first 25 counts of Discipline. If he has the remaining 25, he can reactivate Axe Lash to do a somersault forward using the momentum and weight of his axe to repeat the first attack.
Physical Damage: 50/80/110/140/170 (+70% AD)

R: Commandant's Crash
Active: Ictinus leaps and brings down both his weapons on his target, dealing great physical damage, and a shock-wave results that deals diminished damage in a large circular radius around the main target.
Physical Damage: 125/250/375 (+ 50% AD)


Lore: Ictinus is a proud man of Noxus, a no-nonsense general who suffers no weaklings in his troop. Ictinus refused to take any part of the events regarding the succession of former Grand General Darkwill, only saying he would stand behind whomever was chosen. Thus, when Swain proved victorious, Ictinus quickly took to his new Grand General, and grimly marched throughout the armies of Noxus, weeding out any fools who refused to rise up to support their new leader.

Ictinus is a man whose presence can be felt by both enemy and ally alike. To the soldiers he commands, he is a beacon of strength to look up to and try to emulate, while to his foes, his mere presence strikes fear into their hearts and can quickly cause them to break ranks and flee before him. Ictinus only lets the strongest into his personally-commanded troop of the Noxian armies, and any who seek to join must engage him in open combat. If they can survive long enough, they are allowed to join, and Ictinus will immediately take to disciplining them into a warrior the Noxian people can be proud of. Those who have managed to enter his powerful group (And survived his brutal training long enough to tell the tale) have complete loyalty in him, and suffer no detractors to live in their presence. Some have even said that Ictinus would make a good Grand General himself, but Ictinus does not care for political power, he merely seeks to ensure that the strongest, and only the strongest are in the armies of Noxus.

Joke
Ictinus sits down on the ground, and starts doodling in the dirt, using the bottom of his axe's handle as a drawing device. He draws a stick-figure version of himself standing triumphant on-top a pile of bodies. He then stands up, laughing at his doodle. He then rubs it out with his foot and resumes his normal pose.
Let's see... a little bit here... a tad there, and... perfect!
(Hums to himself as he draws.) And there! No painter could do better!
(Hums to himself as he draws.) Maybe if I had an actual canvas, it would look more inspiring.


Taunt
Ictinus sets his two weapons on the ground, and then cracks his knuckles and then loosens himself up, and picks up his weapons to resume his normal pose.
Time for some disciplinary action.
Troublemakers are treated as enemy combatants.

Ictinus drops his two weapons while standing still for a moment, before teetering back and forth, and then falling backwards onto his back.
